Early Life and Education
Kaarel Birg was born in Estonia and studied at the Riga Theological Seminary and the St. Petersburg Theological Academy. He later pursued law at the University of Tartu, St. Petersburg, and Leipzig.
Political and Diplomatic Career
In 1913, Birg entered politics as a member of the Reval City Council. He was instrumental in founding the Estonian Union of Peasantry and the Estonian Radical-Democratic Party, and later joined the Estonian People's Party.
From 1917 to 1918, Birg represented Estonia in Helsinki. He served as Chairman of the Estonian Land Council and the General Committee for Elections to the Constituent Assembly. In 1919, he became Minister of Foreign Affairs and briefly served as Prime Minister in July 1920.
Embassy to Moscow and the "Birgade" Scandal
From 1922 to 1926, Birg served as Estonia's ambassador to Moscow. His tenure was marred by conflicts with Foreign Minister Ants Piip. In 1926, Birg was dismissed from his post amid allegations of misconduct and espionage.
Escape and Trial
In 1927, Birg unexpectedly sought asylum at the Norwegian mission in Moscow, revealing that he had been blackmailed by Soviet officials and forced to sign incriminating documents. He was detained but managed to escape during a prison walk. Birg returned to Estonia, where he faced charges of treason but was acquitted.
Later Career and Death
Birg's political career was effectively over after the "Birgade" scandal. He continued to work as a lawyer and businessman in Tallinn, and later served as Secretary of the Synod of the Estonian Apostolic Orthodox Church. In 1941, he was arrested by the NKVD and died in prison awaiting execution.
