Early Life and Education

Augusts Voss was born in Latvia on December 13, 1916, to a peasant family. After completing his studies at the Tyumen Teachers' Institute in 1939, Voss worked as a high school teacher.

Military and Political Career

In 1940, Voss joined the Red Army. During the Great Patriotic War, he served in a political role with the active army. In 1945, he became an instructor at the Central Committee of the Latvian Communist Party (CPSU).

Rise Within the Communist Party

From 1945 to 1948, Voss studied at the Higher Party School under the Central Committee of the Communist Party of the Soviet Union (CPSU). In 1949, he became head of the Science and University Department of the CPSU Central Committee of Latvia and later secretary of the party organization at Peter Stuchka Latvian State University.

From 1950 to 1953, Voss pursued a postgraduate degree at the Academy of Social Sciences under the Central Committee of the CPSU. He earned a Candidate of Economic Sciences degree in 1953.

Leadership Positions

Over the next several years, Voss held various leadership positions within the CPSU Central Committee of Latvia. He served as head of the Department of Science and Culture (1953-1954) and head of the Department of Party Organs (1954-1960). From 1960 to 1966, he was secretary of the CPSU Central Committee of Latvia.

First Secretary of the CPSU Central Committee of Latvia

In April 1966, Voss was appointed First Secretary of the CPSU Central Committee of Latvia, succeeding Arnolds Pelše who was transferred to Moscow. He served in this position until 1984.

During his tenure, Voss focused on maintaining good relations between the Latvian and Russian-speaking populations of Latvia. Despite being a native Latvian speaker, he chose not to speak publicly in Latvian.

Later Career

From 1984 to 1989, Voss served as Chairman of the Council of Nationalities of the Supreme Soviet of the USSR. He was also a member of the Central Committee of the CPSU from 1971 to 1990.

Retirement and Legacy

In 1989, Voss retired as a personal pensioner of national importance. He was known for his strong and decisive character, his internationalist spirit, and his ability to build relationships between different ethnic groups.

Augusts Voss passed away on May 2, 1994, and was buried at the Troekurovskoye Cemetery in Moscow. His contributions to the Latvian Soviet Socialist Republic were recognized with numerous state awards, including four Orders of Lenin.
