A. Zhulamanov, a prominent figure in Kazakhstan's political landscape, has held the esteemed position of Akim (Mayor) of Pavlodar since April 24, 2009.
Early Life and Education
Zulamanov graduated with honors from the Almaty Institute of National Economy and the D.A. Kunaev Humanitarian University, earning degrees in economics and law.
Career in the Private Sector
Zulamanov's professional journey began as an economist at the Scientific and Production Enterprise "Geosystem" in Almaty. From 1991 to 2003, he held executive positions in various commercial ventures. Notably, he served as Deputy Director, Director, and President of the joint-stock company "Asetan" from 1993 to 1998. Subsequently, he became the President of CJSC "Golden Grain Group" in Petropavlovsk from 1998 to 2003.
Government Service
In 2003, Zhulamanov entered public service as the Head of the Housing Department of Astana. He then assumed the role of Head of the Department of Management of Subordinate Organizations in the Presidential Administration of the Republic of Kazakhstan. In 2005, he was appointed Director of the State Public Enterprise "AlmatyZher" and later Managing Director of JSC "Eximbank Kazakhstan" in Almaty. From 2007 onwards, he served as Deputy Chairman of the Board of JSC "Trust Sredazenergomontazh."
Appointment as Akim of Pavlodar
On April 24, 2009, with the consent of the Pavlodar City Maslikhat (legislative assembly), Zhulamanov was appointed Akim of Pavlodar by the Akim of the Pavlodar Region.
Public Scrutiny and Controversies
Zulamanov's appointment raised concerns among the public due to his previous position as Director of the infamous State Public Enterprise "AlmatyZher," which was involved in controversial land acquisition for so-called "state needs." His early tenure was marked by a public scandal within the Akim's office, prompting several city maslikhat deputies to engage in a physical altercation with representatives of his team.
Resignation and Legacy
On September 26, 2011, Zhulamanov resigned as Akim of Pavlodar to pursue other opportunities. His tenure was characterized by both controversy and notable contributions to the city's development.
