Early Life and Education
Boris Klimchuk was born on March 18, 1951, in the village of Volosky, Kovel Raion, Volyn Oblast. In 1974, he graduated from the Kharkiv State University named after M. Gorky with a degree in geography. He later obtained a law degree from the Kharkiv National Law Academy named after Yaroslav the Wise in 1998.
Professional Career
Klimchuk's career began in 1974 as a teacher at the Ostrozh Boarding School in Rivne Oblast. From 1975 to 1990, he taught geography at schools in Kovel. In 1982, he briefly worked as an engineer at the "Kovelselmash" plant.
Political Journey
Klimchuk's political involvement started in 1990 when he became the Deputy Chairman of the Kovel City Executive Committee. He served as the Chairman of the Volyn Oblast Council from 1992 to 1998 and concurrently as the Head of the Volyn Oblast State Administration from 1995 to 2002. After Leonid Kuchma was elected President of Ukraine, Klimchuk pledged his loyalty to the newly elected leader.
From 2002 to 2004, Klimchuk served as an Adviser to President Kuchma. He then went on to represent Ukraine as the Ambassador Extraordinary and Plenipotentiary to Lithuania (2004-2008) and Azerbaijan (2008-2010). In 2010, he returned to Ukraine to again head the Volyn Oblast State Administration, serving until 2014.
Economic and Social Impact
Klimchuk believed that Ukraine's independence brought about economic and political freedom. He actively supported the development of the region's economy, working closely with enterprises and establishing measures to ensure timely wage payments and address financial challenges. Under his leadership, 15 enterprises were privatized and over 500 farming operations were created in the Volyn Oblast.
Passing and Honors
Boris Klimchuk passed away on September 2, 2014, in Berlin after a prolonged illness. He was laid to rest in the village of Volya-Lyubotivska beside his parents' graves.
Klimchuk received numerous honors during his lifetime, including:
- Merited Teacher of Public Education of the Ukrainian SSR (1984) and the USSR (1990)
- Honorary Distinction of the President of Ukraine (1996)
- Order of Prince Yaroslav the Wise, Fifth Degree- Full Cavalier of the Order "For Merit"
