On November 16, 1974, Brooke Kathleen Elliott was born in Fridley, Minnesota, to Robert and Kathleen Elliott (née Hoffmann). Her father, a city manager, instilled in her a love for music, as she began her vocal training at the tender age of three. Elliott's childhood was marked by frequent moves, eventually settling in Riverview, Michigan, where she attended Gabriel Richard Catholic High School. She actively participated in theater productions and later pursued a Bachelor of Fine Arts in musical theater at Western Michigan University.
