Early Life and Education
Harry Vladimirovich Minkh was born on February 1, 1959, in Tomsk, Russia. In 1981, he graduated from the Tomsk State University named after Kuibyshev with a law degree. He worked at the same university until 1985.
Academic Career
From 1985 to 1988, Minkh pursued a postgraduate degree at the Faculty of Law at Moscow State University named after M. V. Lomonosov. After defending his dissertation, he became a Candidate of Legal Sciences. He then returned to Tomsk University as a senior lecturer in the Department of Theory and History of State and Law.
Presidential Administration
In 1992, Minkh began working in the General State and Legal Directorate (GGLD) of the President of the Russian Federation, Boris Yeltsin. He initially served as the Head of the Department of State and Administrative Law in the GGLD. In 1994, he became the Deputy Head of the Department while retaining his position as Head of the Sector.
Government Roles
In 1996-2002, Minkh held the position of Deputy Head of the GGLD. He also served as the Head of the Department of State, Administrative, and International Law within the GGLD from 1996-2000.
In October 2002, Minkh was appointed as the Plenipotentiary Representative of the Russian Government to the Federation Council by Prime Minister Mikhail Kasyanov. In April 2004, Prime Minister Mikhail Fradkov appointed Minkh as the Director of the Legal Department of the Russian Government. He retained this position under the governments of Viktor Zubkov and Vladimir Putin.
Presidential Plenipotentiary
In February 2009, Minkh was included in the reserve of managerial personnel under the patronage of President Dmitry Medvedev. That same month, he was appointed as the Plenipotentiary Representative of the President of Russia to the State Duma.
Legal Expertise and Recognition
Minkh has been a vocal member of the legal community. He participated in the working group that drafted the 1993 Constitution of the Russian Federation. He is known for his expertise in all branches of law. Recognized as a highly professional lawyer, he has served as the chief legal advisor for the presidential campaigns of Putin and Medvedev.
Academic Achievements
Mikh is a Professor in the Department of Constitutional and Administrative Law at the State University - Higher School of Economics. He holds a Doctorate of Legal Sciences and is a Meritorious Lawyer of the Russian Federation. He has received the Order of Friendship and the Order of Merit for the Fatherland, Second Class.
