Gulshara Abdykalikova: A Life of Public Service

Early Life and Education

Gulshara Abdykalikova was born in 1965 in Kazakhstan. She holds a higher education degree in Economics from the Zhambyl Technological Institute of Light and Food Industry and is a Candidate of Economic Sciences.

Career in Social Welfare

After graduating, Abdykalikova worked from 1987 to 1994 in the Kyzylorda Regional Department of Social Protection, holding various positions, including Head of the Department. From 1994 to 1995, she served as a Consultant to the Committee on Social Protection of the Population of the Supreme Council of Kazakhstan.

Roles in the Government

Abdykalikova then joined the Ministry of Labor and Social Protection of the Republic of Kazakhstan, where she worked from 1995 to 2003 in several capacities, including Director of the Pension Provision Department and Deputy Director of the Department of Social Security and Social Assistance.

From March 2003 to December 2005, she was Vice-Minister of Labor and Social Protection of the Republic of Kazakhstan. After a brief stint as CEO of the "State Annuity Company" Insurance Company, she returned to the Ministry as Vice-Minister from October 2006 to October 2007.

Senior Government Positions

Abdykalikova served as the Executive Secretary of the Ministry of Labor and Social Protection from October 2007 to January 2008. She was then appointed as Advisor to the President of the Republic of Kazakhstan and Chair of the National Commission on Women's Issues and Family-Demographic Policy from January 2008 to March 2009.

In March 2009, Abdykalikova became the Minister of Labor and Social Protection of the Republic of Kazakhstan, a position she held until her appointment as State Secretary of the Republic of Kazakhstan on November 11, 2014.
