Early Life and Education

Born into a working-class family, Ivan Grigorevich Kabanov received his education at the Ya. M. Sverdlov Communist University (1928) and the Ya. F. Kagan-Shabshai Moscow Electromechanical Institute (1931). Prior to his studies, he worked as an apprentice locksmith (1911-1912) and as a locksmith and mechanic in various factories in the Urals region.

Military and Political Career

In 1916, Kabanov was drafted into the army. He joined the Russian Social Democratic Labour Party (RSDLP) in 1917 and the Red Army in 1918. During the Russian Civil War, he held various leadership positions in political departments of military units. From 1922 to 1927, he worked on party assignments in various cities in the Urals region, including as a party cell secretary and a member of district and regional party committees.

Industrial and Government Leadership

In 1931, Kabanov became the director of a power plant in the Donbas region. Subsequently, he held engineering and technical positions at the "Dynamo" plant in Moscow. In 1937, he was appointed People's Commissar of Communal Economy of the Russian Soviet Federative Socialist Republic (RSFSR) and in 1938, he became Deputy Chairman of the Council of People's Commissars of the RSFSR.

In 1938, Kabanov was appointed People's Commissar of Food Industry of the USSR, but was transferred to a less prominent engineering position at the "Dynamo" plant the following year. From 1940 to 1941, he served as chief engineer and then director of the plant. With the outbreak of World War II, he became First Deputy People's Commissar and later People's Commissar of Electrical Industry. Throughout the war, he oversaw the evacuation of equipment and the construction of new energy facilities.

Involvement in the Atomic Project

In 1945, Kabanov became involved in the Soviet atomic project. He played a key role in the development of electromagnetic uranium enrichment technology and the establishment of a special design bureau at the "Elektrosila" plant.

Post-War Ministerial Positions

From 1946 to 1951, Kabanov served as Minister of Electrical Industry of the USSR. In 1951, he became First Deputy Chairman and, in 1952, Chairman of the State Committee for Material and Technical Supply of the National Economy. In 1953, the committee was absorbed into the State Planning Committee of the USSR, and Kabanov was appointed First Deputy Minister of Internal and Foreign Trade.

From 1953 to 1958, Kabanov held the position of Minister of Foreign Trade of the USSR. He was subsequently appointed Deputy Chairman of the Commission for Foreign Economic Relations of the Council of Ministers of the USSR (1958-1962).

Retirement and Death

Ivan Grigorevich Kabanov retired in 1962 and passed away in Moscow. He is buried in the Novodevichy Cemetery.
