Early Life and Education
Viktor Nikolaevich Dykhovichny was born on August 29, 1950, in Zboriv, Ukraine. He attended the Novorossiysk Maritime School in 1971 and earned a higher legal education.
Military and Law Enforcement Career
From 1968 to 1971, Dykhovichny served in the military. Subsequently, he worked as an inspector for the Arkhange'lsk police department from 1972 to 1974. From 1974 to 1978, he attended the Higher Political School of the Ministry of Internal Affairs in Leningrad.
Legal Career in Leningrad
Upon graduating, Dykhovichny returned to Arkhange'lsk as an inspector for the local police department's political and educational work unit. In 1979, he relocated to Leningrad and began working as the head of the legal department at a plastics factory.
Rise through the Ranks of the Prosecutor's Office
In 1981, Dykhovichny joined the Leningrad Prosecutor's Office as a prosecutor in the General Supervision Department. He quickly rose through the ranks, serving as deputy head of the department and head of the Department for Supervision over the Implementation of Laws in Economic Activity from 1990 to 1992.
Deputy and First Deputy Prosecutor of Leningrad
In 1994, Dykhovichny became Deputy Prosecutor of Leningrad, and in 1996, he was promoted to First Deputy Prosecutor. In June 1998, the Legislative Assembly of Leningrad appointed him as the Prosecutor of Leningrad.
Current Position
Viktor Dykhovichny is currently the Prosecutor of St. Petersburg. He is a State Councillor of Justice, 2nd Class, and has been awarded the title of Honored Lawyer of the Russian Federation in 1997.
