Oleg Khinchagov: The Uranium Smuggler
Early Life and Criminal ActivityOleg Khinchagov (also known as Khinzagov, Hilsagov, or Hiltzagov) was a resident of Vladikavkaz, Russia. Prior to his involvement in uranium smuggling, he reportedly traded in fish and sausage.
The 2006 Smuggling Attempt
In February 2006, Khinchagov was arrested in Georgia for smuggling 100 grams of highly enriched uranium (HEU) into the country from Russia through South Ossetia. The uranium was concealed in his jacket pocket in two small plastic bags.
Investigation and Accomplices
Georgian intelligence agencies, collaborating with their American counterparts, traced Khinchagov and posed as a Muslim representative from an influential organization to arrange a uranium sale. Khinchagov allegedly claimed that he had two to three kilograms of HEU stored in his apartment in Vladikavkaz. Three local Georgian accomplices were also arrested along with Khinchagov.
Trial and Sentence
In summer 2006, a Georgian court sentenced Khinchagov to eight and a half years in prison. His accomplices received sentences ranging from four to five years. The level of uranium enrichment exceeded 90%, rendering it suitable for use in nuclear weapons production.
Diplomatic Response
Georgia offered Russia the opportunity to collaborate after the arrest. Russia confirmed the uranium's high enrichment but declined to assist with further investigations. Despite Russian claims of insufficient samples, Georgian officials dismissed subsequent offers of cooperation.
Alleged Новосибирsk Connection
On January 26, 2007, Reuters reported on a document suggesting that Khinchagov may have acquired the uranium in Novosibirsk, a major Russian nuclear center.
