Life and Career
Birth and EducationPavel Baulin was born on November 23, 1948, in Gorky, Russia. In 1951, his family relocated to Zaporizhia, Ukraine. He graduated from high school in 1966 and earned a degree in engineering from Zaporizhia Machine-Building Institute in 1971.
Career Beginnings
From 1971 to 1976, Baulin worked at the Zaporizhia Transformer Plant. He then worked as a senior master in a vocational school before becoming a methodologist at the Metallurgists' Palace of Culture in 1986.
Literary and Political Engagements
Baulin began his literary career in 1987 as a member of the Union of Writers of Ukraine. He headed the Zaporizhia Regional Literary Association from 1988 to 1992. In 1991, he became a correspondent for the local newspaper "Nash Gorod."
In March 1990, Baulin co-founded the Ukrainian Society of Russian Culture "Rus." He became involved in political activism, advocating for Russian language rights and closer ties with Russia.
Parliamentary Career
In 1994, Baulin was elected to the Zaporizhia Regional Council. He joined the Slavic Unity Party (PSE) and chaired its Zaporizhia Regional Organization. In 1998, he was elected to the Verkhovna Rada of Ukraine, serving until 2002.
During his time in parliament, Baulin co-founded the ZUBR (For the Union of Ukraine, Belarus, and Russia) inter-factional deputy group in 2001. He also became the coordinator of ZUBR, which united 126 Ukrainian parliamentarians.
Later Political Activities
After leaving parliament in 2002, Baulin joined the Russian Movement of Ukraine and became deputy chairman of the party "Russian Bloc." He later joined the Progressive Socialist Party of Ukraine (PSPS) and headed its Luhansk and Zaporizhia regional branches.
In 2006, Baulin was elected to the Zaporizhia City Council, where he led the "People's Opposition" faction. In 2008, he became Foreign Minister in the opposition "Government of National Salvation" led by Natalia Vitrenko.
Leadership of the Party "Kievan Rus"
At the founding congress of the party "Kievan Rus" in October 2006, Baulin was elected its chairman. He was re-elected in December 2009.
Other Activities
Baulin has also served as Chairman of the All-Ukrainian Union of Russian Compatriots since 2009.
