Early Life and Education
Safar Abiyev was born on January 27, 1950, in Baku, Azerbaijan, to a Lezgin family. In 1971, he graduated from the Baku Higher Combined Arms Command School of the Supreme Soviet of the Azerbaijan SSR. Ten years later, in 1981, he earned a degree from the command faculty of the Frunze Military Academy in Moscow.
Military Career
Abiyev embarked on his military career in the Group of Soviet Forces in Germany. He subsequently served in the Baltic, Transbaikal, and Transcaucasian military districts, progressing through various ranks from platoon commander to division and formation commander.
Acting Minister of Defense
During the pivotal months of June and August 1993, Abiyev assumed the role of Acting Minister of Defense of Azerbaijan.
Minister of Defense
In February 1995, Abiyev was officially appointed as the Minister of Defense of the Republic of Azerbaijan, a position he has held with distinction ever since.
