Early Life and Career

Vitaliy Hayduk was born on July 19, 1957, in the village of Khlebodarivka, Donetsk Oblast, Ukraine. In the 1980s, he became the director of the Zuevsky Energy Mechanical Plant in the city of Zuhrus, establishing connections with Sergei Tulub, the First Secretary of the local Communist Party committee.

Years in Regional Administration

From 1994 to 1997, Hayduk served as Deputy Head of the Donetsk Oblast State Administration. During this period, he played a pivotal role in the formation of the Industrial Union of Donbas (ISD) Corporation. Using his administrative resources, he transformed ISD into a leading gas trader in the region, relying heavily on barter schemes. Rumors circulated that businessman Rinat Akhmetov was behind ISD at the time.

Ascent in Government Service

Hayduk's career in government continued with his appointment as First Deputy Minister of Fuel and Energy in 2000, followed by Minister of Fuel and Energy in 2002. In November 2002, he became Vice Prime Minister for the Fuel and Energy Sector.

Resignation and Controversy

Hayduk's tenure as Vice Prime Minister ended abruptly in December 2003 when he vehemently opposed the government's decision to reverse the flow of the Odessa-Brody oil pipeline. Some observers speculate that his criticism may have been motivated by prior knowledge of his impending dismissal.

Brief Stint as SNB Secretary

In late 2005, President Viktor Yushchenko planned to appoint Hayduk as Vice Prime Minister for the Fuel and Energy Sector, but the nomination was blocked by Naftogaz Ukrainy CEO Oleksiy Ivchenko and Minister of Fuel and Energy Ivan Plachkov. Hayduk was eventually appointed as Secretary of the National Security and Defense Council of Ukraine in October 2006. It is believed that his appointment was intended to counterbalance the influence of Rinat Akhmetov's financial-industrial group, which supported Viktor Yanukovych. On May 11, 2007, Yushchenko removed Hayduk from this position, replacing him with Ivan Plyushch.
