Early Life and Education
Vladimir Platonovich Platov was born on October 23, 1946, in Oveshchino Village, Sobinsky District, Vladimir Oblast. He graduated from the Vladimir Aviation Technical College with a degree in Industrial Enterprise Electrical Equipment. Platov also completed three years at a Polytechnic Institute, studying Electrical Engineering, and later graduated from the Tver State University Law School with a degree in Jurisprudence.
Career Beginnings
After completing his technical education in 1967, Platov began his career at the "Bezhetskselmash" plant in Bezhetsk. From 1967 to 1969, he served in the Soviet Army. Upon his discharge, he held various positions at the "Bezhetskselmash" plant, including Electrical Installer, Electrical Network Dispatcher, and Head of the High-Voltage Section.
Political Career
In 1992, Platov became the Head of Administration of Bezhetsk and Bezhitsky District in Tver Oblast. In December 1995, with the support of the regional "People's Power" movement, he was elected Governor of Tver Oblast with over 50% of the vote. He held this position for two terms, from 1996 to 2003.
Elections and Re-Election
In the 1999 gubernatorial elections, Platov led in the first round with 32.5% of the vote. He won the second round on January 9, 2000, with 46.55%, narrowly defeating his opponent from the Communist Party of the Russian Federation (CPRF).
Criminal Charges and Death
In 2003, Platov was arrested and charged with embezzling Tver Oblast bonds. He was convicted in 2005 and sentenced to five years in prison for abuse of power. Platov died on April 16, 2012, after a prolonged illness.
Legacy
Vladimir Platov was a prominent political figure in Tver Oblast. Despite his criminal conviction, he is remembered for his contributions to the region, including the establishment of a regional development fund and the construction of several hospitals and infrastructure projects.
