Education

Abdoulkader Kamil Mohamed holds a Master's degree in Technical Sciences specializing in Water Management and Environmental Protection from the University of Limoges in France.

Early Career

Mohamed began his professional career at ONEAD (Office national de l'Eau et de l'Assainissement de Djibouti), the national agency managing the country's water resources. He served as its interim Director General from 1978-1979 and Director General from 1983-2005.

Political Career

In 2005, Mohamed was appointed Minister of Agriculture, Livestock, Marine and Water Resources in the government of Dileita Mohamed Dileita. As Minister, he oversaw the construction of over 20 wells in rural areas, mitigating water access challenges.

From 2007-2009, with support from the IMF, World Bank, Islamic Development Bank, and International Fund for Agricultural Development, he implemented a national food security program. He also established Djibouti's first food quality control laboratory.

In May 2011, Mohamed became Minister of National Defense.

Party and Coalition Leadership

Mohamed joined the ruling People's Rally for Progress (RPP) in 1981. He held various party positions, becoming Deputy Chairman in September 2012.

In November 2012, he became the head of the Union for the Presidential Majority (UMP), a pro-government coalition that included RPP and others.

Prime Ministership

Following the parliamentary elections on February 10, 2008, Mohamed was elected to the National Assembly. After his party's victory in the elections on February 22, 2013, he was re-elected to parliament.

On March 31, 2013, after the formation of a new cabinet, President Ismaïl Omar Guelleh appointed Mohamed as Prime Minister of Djibouti. He took office on April 1, 2013, succeeding Dileita Mohamed Dileita, who had served as Prime Minister for 12 years.
