Early Life and Education

Akylbek Usenbekovich Japarov was born on September 14, 1964, in Rybachye, Issyk-Kul Oblast, Kyrgyzstan. He comes from a family with strong academic and professional backgrounds, with his father working as a doctor and his mother as an engineer.

Japaro displayed leadership qualities from a young age, serving as a prominent Komsomol leader and counselor during his school years. He graduated from the 40th Anniversary of the VLKSM Secondary School in Kochkorka District in 1981.

He continued his education at Frunze Polytechnic Institute, now known as the Kyrgyz State Technical University, where he graduated with honors in 1986 with a degree in civil engineering. During his undergraduate studies, he was a Lenin scholarship recipient. In 2002, Japarov completed his second degree from the Bishkek Financial and Economic Academy, specializing in financial and tax systems and management of organizations.

Academic and Research Career

After graduating from Frunze Polytechnic Institute, Japarov remained at the university to pursue an academic career, serving as a junior research fellow in the Department of Road Construction from 1986 to 1987. He subsequently taught at the university from 1987 to 1991.

During his time at Frunze Polytechnic Institute, Japarov actively participated in campus and societal affairs. He was the secretary of the Komsomol Committee, a member of the Central Committee of the Komsomol of the Kyrgyz SSR, and the Central Council of the Student Construction Teams of the Komsomol.

Political Career

Japarov's political career began in 1992 when he was appointed head of the Department of Youth Policy in the Kyrgyz President's Office. He served in this position until 1993 and then became the chief secretary and head of the apparatus of the Social Democratic Party of Kyrgyzstan, a post he held until 1995.

From 1995 to 1996, Japarov worked as an assistant to the First Vice Prime Minister of Kyrgyzstan. He then ascended the ranks within the government, culminating in his appointment as First Vice Prime Minister in late 2009.

In addition to his role as a minister, Japarov was also involved in other government agencies and commissions. He served as Secretary and Member of the National Securities Market Commission under the President of Kyrgyzstan from 1996 to 1997 and as Head of the Payments Collection Department at the State Tax Inspectorate under the Ministry of Finance from 1997 to 2000.

After the 2005 Tulip Revolution, Japarov was appointed Minister of Economy and Finance on March 26, 2005, and held this position until December 27, 2007. From 2007 to 2009, he served as Minister of Economic Development and Trade.

Japarov was a key figure in Kyrgyzstan's negotiations with the World Bank and the International Monetary Fund for debt relief and economic assistance. His support for the Heavily Indebted Poor Country program helped pave the way for significant financial assistance to the country.

On June 1, 2021, Japarov was appointed Deputy Chairman of the Cabinet of Ministers and Minister of Economy and Finance. On October 12, 2021, he was appointed Acting Prime Minister by President Sadyr Japarov, and on October 13, he became the Prime Minister of Kyrgyzstan.

Personal Life and Recognition

Japarov is married and has two daughters, Saadot and Azhar, and a son, Maksat. He is the author of several publications, including books on taxation, economic modernization, and the Kyrgyz economy.

Japarov is a recipient of numerous awards and honors, including the Commemorative Medal "1000th Anniversary of the Manas Epic," the Honorary Citizen of Naryn Oblast, and the title of "Honored Economist of the Kyrgyz Republic." He has also received awards from the Russian Federation, such as the Order of Mikhail Lomonosov from the Academy of Security, Defense, and Law Enforcement Problems.
