Alexander Pumané

Alexander Gennadievich Pumané was a former naval submarine officer who died from severe injuries sustained during an interrogation at a police station.

Early Life and Military Career

Born on February 15, 1966, in Pushkin, Leningrad Oblast, Pumané graduated from the Kirov Baku Naval School in 1989. He served as a navigator in the Third Submarine Flotilla with the rank of Captain Second Rank.

Retirement and Alleged Criminal Activity

After retiring in 2000, Pumané settled in either St. Petersburg or Moscow (accounts vary). Allegedly, he was affiliated with the "Kingisepp Criminal Group" (Kingisepp is a city in Leningrad Oblast).

Arrest and Detainment

On September 18, 2004, Pumané was apprehended in the Presnensky District of Moscow. Two MONS-50 mines, a 200-gram TNT block, an electric circuit control unit, and a 20-liter canister of an unknown liquid were discovered in the vehicle he was driving.

Torture and Death

Pumané was taken to the 83rd Police Station, where he was detained and interrogated in violation of regulations. He was subjected to severe beatings. Hours later, Pumané was transported to the Sklifosovsky Institute, where he succumbed to his injuries.

Aftermath and Prosecution

In 2006, the Presnensky Court of Moscow convicted former head of the 83rd OVD Major Andrei Semigin and Captain Iosif Smerka, who was on duty the night of Pumané's arrest, of criminal negligence resulting in his death. Major Vyacheslav Dushenko of RBOOP, who allegedly beat Pumané, was declared wanted.
