Childhood and Early Career
Born in March 1896 in Tula Governorate, Ivan Grachev came from a working-class railway family. After graduating from a railway school in 1908, he worked on various railway lines until 1915.
Military Service and Gas Exposure
In August 1915, Grachev was drafted into the army and served in the 265th Vyšnevolotsk Infantry Regiment, attaining the rank of non-commissioned officer. In March 1917, he suffered a gas attack that led to a six-month stay in hospital. Following his discharge, he returned to railway work.
Rise in the Communist Party
From 1920 to 1927, Grachev worked as a party member in various railway enterprises. In 1927, he became head of the organizational department of the Kanavinsky District Committee of the Russian Communist Party (Bolsheviks). His mentor, Abram Stolyar, who later became his patron, was the district committee secretary at the time.
Rise to Prominence
In 1928, Grachev became chairman of the Kanavinsky District Council. In 1929, he replaced Stolyar as secretary of the Kanavinsky District Committee after Stolyar moved to the regional committee. In 1931, Grachev was elected chairman of the Nizhny Novgorod (later Gorky) City Council.
Transfer to Kirov and Sverdlovsk
In 1934, Grachev followed Stolyar to Kirov, where he headed the regional trade union council. In 1935, he became the first secretary of the Kirov City Committee of the Communist Party. In 1937, Stolyar transferred Grachev to Sverdlovsk as head of the industrial and transportation department of the regional committee.
Acting Chairman of the Sverdlovsk Oblast Executive Committee
In October 1937, Grachev was appointed acting chairman of the Sverdlovsk Oblast Executive Committee. However, both he and Stolyar were removed from their positions in April 1938 for failing to meet expectations.
Arrest and Execution
On April 12, 1938, Grachev was arrested and charged with "incompetence and betrayal." On July 28, 1938, he was sentenced to death by the Military Collegium of the Supreme Court of the USSR and executed the same day.
