From February to September 2005, Kinakh served as the First Deputy Prime Minister of Ukraine in the government of Yulia Tymoshenko. During his tenure, he criticized Viktor Yanukovych and his administration, stating that they had lost the right to lead Ukraine.

In September 2005, Kinakh was appointed as the Secretary of the National Security and Defense Council. However, he resigned in May 2006 due to his election as a member of parliament. In the parliamentary elections of 2006, his party, the Party of Industrialists and Entrepreneurs of Ukraine, participated as part of the coalition "Our Ukraine."

In March 2007, Kinakh and his parliamentary group left the faction "Our Ukraine" and joined the Party of Regions in exchange for his appointment as the Minister of Economy in the government of Viktor Yanukovych. This decision led to a parliamentary crisis, and President Viktor Yushchenko dissolved the Verkhovna Rada. Yushchenko expressed disappointment and called it a moral disgrace, as Kinakh had previously stood with him during the Orange Revolution.
