Education and Early Career

In 1983, Arkady Evstafiev graduated from Saratov State University. After graduating, he joined the Information Department of the USSR Ministry of Foreign Affairs, overseeing Soviet journalists in several European countries. He was a member of the Communist Party of the Soviet Union until its dissolution in 1991.

Government and Political Roles

From 1992 to 1995, Evstafiev served as an advisor and press secretary to Anatoly Chubais, first as Chairman of the State Property Management Committee of the Russian Federation and later as First Deputy Chairman of the Government of Russia. In 1993, he coordinated the advertising campaign for the privatization of Russian state-owned enterprises.

Media and Public Relations

From 1995 to 1996, Evstafiev became Deputy Director General of ORT, the first Russian public television network, where he headed the Directorate of Information Programs. During the 1996 presidential election campaign, he served as an assistant to Chubais.

Controversies and Challenges

In June 1996, Evstafiev was detained with $500,000 at the entrance to the Russian government headquarters. In 1999, the criminal case against him was dismissed. In 2002, a new criminal case was opened against him for fraud.

Despite objections from Moscow Mayor Yuri Luzhkov, Evstafiev was appointed Acting Director General of Mosenergo in 2001 and Director General in 2002.

Historical and Literary Contributions

Evstafiev is known as a historical figure and author of the controversial book "The History of Privatization in Russia." He was also the co-bearer of the $500,000 allegedly carried into the government headquarters in 1996.
