Early Life and Education

Meerimbek Artakbaevwas born on August 11, 1962, in Jalal-Abad, Kyrgyzstan. In 1981, he graduated from the school department of the Jalal-Abad Pedagogical College named after A.S. Pushkin. In 1986, he completed the Faculty of Russian Language and Literature at the Frunze Pedagogical Institute of Russian Language and Literature. In 2000, he earned a degree in jurisprudence from the Institute of Retraining and Advanced Training of Personnel at the Kyrgyz State National University.

Academic Career

Artakbaev's academic journey began in 1986 as a lecturer at the Frunze Pedagogical Institute of Russian Language and Literature. He held various positions, including senior lecturer, associate professor, and professor, at numerous institutions, including the Kyrgyz State Law Academy, the Kyrgyz-Kazakh Academy of Law and Public Service, and the Kyrgyz National University named after Z. Balasagyn. From October 2018 onwards, he served as a professor at Jalal-Abad State University.

In 1998, Artakbaev entered the postgraduate program at the Institute of State and Law of the National Academy of Sciences of the Republic of Kazakhstan. In 2000, he successfully defended his dissertation on "The Formation of Constitutional Legislation of the Sovereign Kyrgyz Republic" and obtained a Candidate of Legal Sciences degree in constitutional and municipal law.

In 2003, he became the Director of the Scientific Research Institute of Legislation and Comparative Law at the Kyrgyz State Law Academy. In 2008, he earned his Doctor of Law degree with a dissertation titled "Parliamentarism in Kyrgyzstan: Problems of Theory and Practice." Subsequently, he held positions as Head of the Scientific and Educational Department of State and Legal Policy and Dean of the Center for Science, Innovation, and State Language at the Law Institute of the Kyrgyz National University named after Z. Balasagyn.

From 2015 to 2017, Artakbaev served as a leading researcher at the Institute of Philosophy and Political and Legal Research of the National Academy of Sciences of the Kyrgyz Republic. He also worked as a member of the Expert Council of the Higher Attestation Commission of the Kyrgyz Republic for legal sciences (2009-2017), a member of the Dissertation Council for the defense of doctoral dissertations in legal specialties at the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan (2010-2012), and the Chairman of the Dissertation Council for the defense of candidate dissertations in legal specialties at the Southern Branch of the National Academy of Sciences of the Kyrgyz Republic (2017-2019).

Scientific Leadership

Under Artakbaev's guidance, one doctoral and seven candidate of legal sciences successfully defended their dissertations. He served as the Editor-in-Chief of the Scientific and Methodical Journal "Law and Politics" and as a member of the Editorial Board of the Scientific Journal "Reports of the Kazakh Academy of Education." Additionally, he was the Chairman of the Editorial Board of the Scientific and Practical Journal "Zamanbap Ilim."

Public Service

Artakbaev's involvement in public and political life began in 1987 when he was elected as secretary of the Committee of the Leninist Communist Union of Youth of Kirghizia (LSKM) at the Frunze Pedagogical Institute of Russian Language and Literature (with the rights of a district committee). He held this position until 1989. From 1996 to 2003, he worked in the Apparatus of the Legislative Assembly of the Jogorku Kenesh (Parliament of the Kyrgyz Republic), serving in various roles, including senior consultant, head of sector, and deputy head of the department of international affairs, inter-parliamentary relations, and protocol.

In December 2007, Artakbaev was elected as a deputy of the Jogorku Kenesh of the Kyrgyz Republic, where he served as Deputy Chairman of the Committee on Constitutional Legislation, State Structure, Lawfulness, and Human Rights. In his later years, he worked as the Head of the Center for Legal and Political Research at the LSI under the President of the Kyrgyz Republic.

Meerimbek Artakbaev passed away on June 25, 2024, at the age of 62.His legacy as an esteemed legal scholar and public servant continues to inspire generations of students and professionals in Kyrgyzstan.
