Her mother, Barbara, was a healthcare worker, while her father, John, worked as a sales representative. Horrocks graduated from the Royal Academy of Dramatic Art and began her career in the Royal Shakespeare Company.

Horrocks played several minor roles in stage productions before landing a role in the film "Life is Sweet" in 1990. Her performance earned her accolades, including awards from the Los Angeles Film Critics Association and the National Society of Film Critics, for Best Supporting Actress.
