Chen Chien-jen was born on June 6, 1951, in Qishan, Kaohsiung County, Taiwan. He obtained his PhD in human genetics and epidemiology from Johns Hopkins University in 1982, earning high acclaim for his contributions to medical research.

Chen's expertise in public health led to his appointment as Director of Health for the Executive Yuan of the Republic of China from 2003 to 2005.
