Zhou Shengxian: A Renowned Environmental Advocate
Early Life and EducationZhou Shengxian was born in Wuzhong, Ningxia Hui Autonomous Region, in December 1949. In 1972, he graduated as an engineer from Wuzhong University and joined the Communist Party of China (CPC).
Political Career
Zhou's political career began in 1972 as a teacher in Tongxin County. He subsequently held various party positions, including Secretary of the Local Party Committee and Chairman of the Xiji County Party Committee. In 1986, he graduated from the Central Party School in Beijing.
Appointment as Director of the State Forestry Administration
In 2000, Zhou was appointed as the Director of the State Forestry Administration.
Director of the State Environmental Protection Administration
In December 2005, Zhou was named Director of the State Environmental Protection Administration (SEPA) following the resignation of Se Zhenhua due to the Songhua River pollution incident caused by a chemical plant explosion in Jilin.
Concerns over Environmental Disasters
In January 2006, Zhou warned that China could face hundreds of accidents similar to the Songhua River disaster. The incident prompted an investigation of chemical plants near rivers, revealing serious environmental threats.
Collaboration with Russia
In September 2006, Zhou and Russian Minister of Natural Resources Yuri Trutnev signed a protocol establishing a sub-commission for environmental cooperation between Russia and China. This agreement included measures to prevent pollution and respond to environmental emergencies.
Investment in Environmental Protection
Zhou announced plans to invest 1.7 billion dollars in Songhua River pollution control by 2010. He also introduced reforms to China's environmental protection policies and developed programs for transboundary water protection.
