General Amir Kasymbekovich Khalikov, PhD
Early Life and EducationAmir Kasymbekovich Khalikov was born on January 30, 1964, in Uritsky, Kazakhstan. He attended secondary school in Almaty and followed in the footsteps of his older brother, General-Major Damir Khalikov. In 1981, he graduated from the Sverdlovsk Suvorov Military College, where he received his initial military training. In 1985, he earned his commission as an officer from the prestigious Chelyabinsk Higher Tank Command School.
Military Career
Early Service in the Soviet ArmyAfter graduating, Khalikov served in various command positions in the 117th Guards Motorized Rifle Regiment and the 301st Tank Regiment of the Group of Soviet Forces in Germany. He held roles from tank platoon commander to tank company commander in the 39th Guards Motorized Rifle Division and the 68th Motorized Rifle Division.
Commander in the Kazakhstani Army
Following Kazakhstan's independence in 1991, Khalikov continued his military career in the newly formed Kazakhstani Armed Forces. He commanded the tank battalions of the 301st Tank Regiment and the 385th Motorized Rifle Regiment, both based in Kazakhstan.
Higher Command and Training
In 1996, Khalikov graduated from the Military Academy of Armored Forces and was promoted to Chief of Staff and Deputy Commander of a tank regiment. He later became Commander of the 369th Guards Motorized Rifle Regiment and the 3rd Guards Motorized Rifle Brigade. In 2007, he enrolled in the prestigious Military Academy of the General Staff of the Russian Armed Forces, graduating with honors in 2009.
Senior Appointments in the Kazakhstani Military
Regional Command and Staff PositionsKhalikov's exceptional leadership qualities were recognized, and he ascended to senior positions in the Kazakhstani Armed Forces. He commanded the Western Regional Command (2009-2013), served as Deputy Commander-in-Chief of Ground Forces for Combat Training (2013-2015), and was Deputy Chief of the General Staff of the Armed Forces (2015-2016).
First Deputy Chief of the General Staff
Since September 2016, Khalikov has served as the First Deputy Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan. In this crucial role, he is responsible for the operational readiness and strategic planning of the Kazakhstani military.
