Early Life and Education
Barpy Akmatov was born in 1949 in the village of Kedey-Aryk, Osh Oblast, Kyrgyzstan. He completed his secondary education in 1966 and went on to graduate with honors from the Osh State Pedagogical Institute. Subsequently, he served in the Soviet Army's Anti-Air Defense unit.
After completing his military service, Akmatov pursued a career in academia. He became a trainee lecturer at Moscow State University and later completed his post-graduate studies at the Moscow Pedagogical Institute, specializing in Geometry and Topology. Under the guidance of Professor N. M. Ostiyanu, he published over 60 scientific papers and методических работ.
In 1993, Akmatov successfully defended his doctoral dissertation on "Directed Multidimensional Linear Distributions with Differential Structures." His contributions significantly advanced differential geometry in Kyrgyzstan.
Professional Career
Akmatov began his professional career in 2008 as a senior analyst at the Agro-Food Corporation in Bishkek. From 2009 to 2010, he worked as a trader for the Canadian company Swifttrade in Moscow.
In 2015, Akmatov joined the State Fund for Intellectual Property as head of the department monitoring and commercialization of intellectual property objects. He also served as a manager at the Public Foundation "International Agrarian Platform named after Ch. Aitmatov."
In 2019, Akmatov became the President of the Public Foundation International Agrarian Platform named after Chingiz Aitmatov and the Executive Director of the Central Asian Association of Blockchain Technology and Digital Industry.
Government Service
On October 23, 2020, Akmatov was appointed Director of the Agency for Promotion and Protection of Investments under the Government of the Kyrgyz Republic. Due to disagreements with the authorities regarding the transfer of a mining field to Fortescue Futures Industries, he resigned in late January 2021.
Post-Government Career
After leaving the government, Akmatov became a senior partner at Biy-Invest. In 2022, he was appointed advisor to the Chairman of the National Commission for the State Language under the President of the Kyrgyz Republic.
