Biography of Dennis Blair

Early Life and Education

Dennis Cutler Blair was born on February 4, 1947, in Kittery, Maine. He attended St. Andrew's School in Delaware and then went on to the United States Naval Academy in Annapolis, where he graduated in 1968. Blair comes from a long line of military officers, becoming a sixth-generation naval officer. After graduating from the academy, he was assigned to the destroyer USS Tattnall. However, he received a Rhodes Scholarship in 1968 and studied at Oxford University for four years, specializing in Russian studies and earning a master's degree. It is worth noting that Blair studied alongside future U.S. President Bill Clinton at Oxford, leading to speculation about his close relationship with the Clinton family.

Military Career

Blair served in various positions in the U.S. Navy throughout his career. He served as a senior aide to the captain on the destroyer USS Berkeley from 1977 to 1980 and commanded the destroyer USS Cochrane from 1984 to 1986. In 1989-1990, Blair was the commander of the Naval Base Pearl Harbor. He also commanded the aircraft carrier USS Kitty Hawk from 1993 to 1995. During his service, Blair faced some criticism for the delayed search and rescue operation for a missing sailor during a military exercise in 1994.

Intelligence and Leadership Roles

Blair's career extended beyond the military into the intelligence and leadership realms. In 1995, he served as the director of the Office of Program Appraisal for the U.S. Navy. He was then invited to join the Central Intelligence Agency (CIA) in May of the same year. He held the position of Deputy Director of Central Intelligence and Assistant Director of Central Intelligence for Military Support, where he was responsible for coordinating the collaboration between the CIA and the military. In 1996, Blair was appointed as the Commander in Chief of the U.S. Pacific Command, overseeing 43 nations, including major military powers such as India, China, North Korea, and South Korea. During his tenure, he played a key role in managing relations with China, combating terrorism in the Philippines, and resolving the crisis in East Timor.

Later Career

After retiring from the military, Blair continued to contribute to the field of national security. From November 2003 to September 2006, he served as the President and CEO of the Institute for Defense Analyses, a research organization with approximately 800 employees. He left this position due to concerns about potential conflicts of interest related to his involvement with multiple corporate boards. Blair later admitted to violating the institute's rules by joining a board of a corporation involved in evaluating the F-22 fighter jet. In the following years, he participated in various projects, including the Project on National Security Reform and teaching positions at Dickinson College and the U.S. Army War College. Blair also worked for the non-governmental Bureau of Asian Research.

National Intelligence Director

In November 2008, Blair was appointed as the Director of National Intelligence in the administration of President Barack Obama. In this role, he was responsible for coordinating and synthesizing information from 16 intelligence agencies, including the CIA. Although he was not initially part of Obama's inner circle, Blair occasionally advised the president. Known for his work ethic and fluency in Russian, Blair brought his extensive experience and expertise to the position.

Personal Life

Dennis Blair is married to Diane Blair (nee Everett), and they have two children, Duncan and Pamela. In addition to his professional pursuits, Blair enjoys fishing and water skiing, often participating in water skiing behind his destroyer.
