Dmitri Dovgy: A Prominent Figure in Russia's Justice System

Early Life and Career

Dmitri Pavlovich Dovgy was born in 1966 in Leningrad (now Saint Petersburg). From 1988 to 1990, he served as an investigator in the military prosecutor's office. From 1991 to 1997, he was a judge in the Pushkinsky and Primorsky district courts in Saint Petersburg.

Rise through the Justice System

From 1997 to 2000, Dovgy held the position of Deputy Head of the Department of the Ministry of Justice of the Leningrad Region. He subsequently worked for six years in the Department of the Ministry of Justice of the Northwestern Federal District (NWFD), which was led by Alexander Bastrykin from 2001 to 2006. Dovgy served as Head of the Department for Control over Ensuring Constitutional Legality, Unity of the Legal Space of the Russian Federation, and Organizational and Analytical Work.

Assistant to Bastrykin and Head of the Main Investigation Department

In October 2006, Bastrykin became Deputy Prosecutor General of the Russian Federation and appointed Dovgy as his Assistant for Special Assignments. In May 2007, Dovgy was instrumental in drafting the law that established the Investigative Committee of the Prosecutor's Office of the Russian Federation (SKP).

On September 7, 2007, Bastrykin became the Chairman of the SKP and appointed Dovgy as Head of the Main Investigation Department (GSU).

High-Profile Investigations

Dovgy oversaw several high-profile criminal cases, including the case of General Alexander Bulbov of the Federal Service for Drug Control (FSKN) and the case of Deputy Minister of Finance Sergei Storchak.

Suspension and Dismissal

On March 28, 2008, Dovgy was temporarily suspended from his position during a service investigation. He was accused of misconduct by his subordinates. On April 21, 2008, he was dismissed from his position as Head of the GSU.

Legal Challenge and Allegations

Dovgy challenged his dismissal in court and claimed that it was unlawful. He accused the SKP of an "extremely unhealthy situation" that required the intervention of the President.

Post-Dismissal Activities

After his dismissal, Dovgy remained active in the legal community as a Candidate of Legal Sciences and a member of the board of the Association of Lawyers of Russia. He also received state awards for his contributions to the justice system.
