Early Life and Education

Born on June 20, 1939, in Shenderovka, Ukraine, to a peasant family, Leonid Gorbenko moved to the Kaliningrad region at the age of 17. He graduated from the Kaliningrad Maritime School in 1958 with a degree in shipboard electrical radio navigation and radio operation. Subsequently, Gorbenko pursued a degree in mechanization and automation of industrial processes from the Kaliningrad Technical Institute, which he completed between 1961 and 1970. In 1983, he obtained a diploma in industrial production organization from the Plekhanov Moscow Institute of National Economy (MINKh).

Career in the Fishing Industry

Gorbenko's career commenced in 1958 at the Atlantic Scientific Research Institute for Commercial Exploration. From 1973 to 1980, he served as chief engineer of the sea fishing port. Subsequently, he became deputy general director of the "Kaliningradrybprom" association from 1980 to 1986.

Head of the Kaliningrad Region

In 1986, Gorbenko was appointed director of the Kaliningrad Maritime Fishing Port. A decade later, on October 20, 1996, he was elected head of the Kaliningrad Region administration. By virtue of his position, he became a member of the Federation Council's second convocation.

Political Career at the Federal and International Levels

On May 20, 1998, Gorbenko was designated deputy representative of the Russian Federation to the Chamber of Regions of the Congress of Local and Regional Authorities of Europe.

Honors and Recognition

For his service, Gorbenko received the Order of Friendship of Peoples in 1993, as well as several medals. He is also a Merited Worker of the Russian Fishing Industry and an academician of the Russian Academy of Transport, a title he earned in 1993.

Personal Life

Leonid Gorbenko is married to Raisa Yakovlevna, a schoolteacher. They have a son named Alexander (born 1964), who pursued a career as a naval officer.
