Dr. Evil, also known as Douglas 'Dougie' Powers or Dr. Douglas Powers, is a fictional character from the Austin Powers film series. He is portrayed by Canadian actor Mike Myers. Dr. Evil is a parody of several stereotypical villains, particularly Ernst Stavro Blofeld from the James Bond series.

Early Life
Dr. Evil's early life is revealed through his own account during a group therapy session. According to him, his father was a Belgian baker who suffered from a mild form of narcolepsy, had a desire for self-improvement, and a penchant for sodomy. His mother, Chloé, was a 15-year-old French prostitute with webbed toes. Dr. Evil's improvised autobiography also includes claims of being the first person to use air quotes and having a personal scribe.

At 18, Dr. Evil enrolled in an "evil medical school" and later pursued a career in dentistry. The specifics of his education are unknown, but he strongly dislikes being referred to as "mister," stating that he spent six years in evil medical school to avoid such a title. He also attended the British Intelligence Academy alongside Austin Powers, Number 2, and Basil Exposition.

Brotherhood and Rivalry
In the third film of the series, "Goldmember," it is revealed that Dr. Evil is Austin Powers' long-lost brother. Their father, Nigel Powers, separated them after a car explosion that claimed their mother's life. Austin was found by Nigel, but Dr. Evil, then known as Douglas or Dougie, was adopted by Belgian families who raised him to become the eccentric villain.
Evil Ventures
Dr. Evil is described as an international criminal mastermind who was cryogenically frozen in 1967 and awakened in 1997 to continue his nefarious plans. However, he struggles to adapt to modern society and still considers a million dollars a significant sum. Some of his evil plans, such as the destruction of the ozone layer with Freon or scandalizing a member of the British royal family, have already been carried out without his involvement.
Associates
Dr. Evil is aided by a group of stereotypical henchmen. His main associate, Number 2, was also his classmate at the British Intelligence Academy. During Dr. Evil's absence, Number 2 became the head of his industrial empire, Virtucon, and devised evil plans with commercial potential. Their conflicting views on profit and Number 2's practicality often lead to conflicts.
Another trusted assistant is Frau Farbissina, with whom Dr. Evil shares a romantic connection. It is revealed that she is the mother of Dr. Evil's son, Scott Evil. The character of Frau Farbissina is a parody of Rosa Klebb and Irma Bunt, both antagonists of James Bond.
Distinctive Features
Dr. Evil's signature gestures include raising his pinky finger to his mouth, particularly during moments of excitement or to emphasize certain phrases. This gesture may have been inspired by an episode of "The Twilight Zone." He also has a scar on his face, a classic feature of supervillain characters.
Dr. Evil's pet cat, Mr. Bigglesworth, is another distinctive part of his persona. He is a parody of Blofeld's cat, and, after being cryogenically frozen, loses all his fur, becoming completely bald. Dr. Evil's other "toy" is his clone, Mini-Me, who is eight times smaller than him but twice as evil.
The Transformation
Despite his villainous nature, Dr. Evil eventually switches sides and joins the forces of good. His son, Scott Evil, takes his place as the head of the criminal empire.
