Early Life and Police Career

Edward Norris was born on April 10, 1960. He served in the New York Police Department for 20 years before becoming the Baltimore Police Commissioner in March 2000.

Baltimore Police Commissioner

As Commissioner, Norris oversaw a decline in crime in Baltimore, which had previously been ranked as the fifth most dangerous city in the nation in 2005. However, his tenure ended in 2002 amidst reports of tensions with Mayor Martin O'Malley's administration.

Maryland State Police Superintendent

In 2002, Maryland Governor Robert Ehrlich appointed Norris as the state's Superintendent of Police. He resigned in 2003 after facing felony charges.

Criminal Charges and Conviction

In December 2003, Norris was indicted on three counts by U.S. Attorney Thomas DiBiagio. The charges alleged misuse of over $20,000 from BPD accounts for personal expenses, extramarital affairs, and lying on a mortgage application. Norris pleaded guilty to racketeering and tax fraud, a felony in the United States, and was sentenced to six months in federal prison, three years of supervised probation, and 500 hours of community service.

Political Controversy

Despite his guilty plea, Norris has maintained that he was overzealously prosecuted for political reasons. He admitted to using money from police accounts but claimed to have reimbursed it all before leaving his post.

Radio Show
