Biography of Felix Kulov
Felix Sharshenbievich Kulov, the leader of the Ar-Namys (Dignity) party and a contender for the presidency of Kyrgyzstan, was born on October 29, 1948 in Frunze (now Bishkek) into a military family.
Early Career
In 1966, he was accepted into the Ministry of Public Order as a police officer. From 1967 to 1971, Kulov attended the Omsk Higher School of the USSR Ministry of Internal Affairs, specializing in law. After graduation, he worked as an inspector in the Criminal Investigation Department of the Ministry of Internal Affairs, eventually becoming a senior inspector.
Ministry of Internal Affairs
From 1975 to 1978, Kulov studied at the Academy of the Ministry of Internal Affairs of the USSR and later served as the head of the Anti-Narcotics Department and the Head of the Criminal Investigation Department of the Ministry of Internal Affairs.
Government Positions
In December 1980, Kulov became the deputy head of the Department of Internal Affairs of the Talas Oblast Executive Committee of the Kyrgyz SSR. From 1987 to 1992, he served as the first deputy minister of internal affairs and later became the minister of internal affairs.
In February 1992, Kulov was appointed as the vice president of the Republic of Kyrgyzstan. From 1993 to 1997, he served as the governor of the Chui region. In 1997 and 1998, Kulov held the position of the minister of national security, and from 1998 to 1999, he served as the mayor of Bishkek.
Imprisonment
In 2001, Kulov was sentenced to seven years in prison by a military court for "abusing his official position" during his time as the minister of national security.
