Early Life and Education
Francis Billy Hilly Kabui was born in 1946 in Manakwai village, Maluu, in the northern part of Malaita Province. In 1975, he graduated from the University of Papua New Guinea, becoming the first law graduate in the Solomon Islands.
Legal Career
In 1980, Kabui became the first Solomon Islander to be appointed as Attorney General. In 1994, he was elected Chairman of the Law Reform Commission. From 1998 to 2006, he served as a judge in the High Court of the Solomon Islands. In 2006, he was reappointed as Chairman of the Law Reform Commission.
Governor-General of the Solomon Islands
On June 15, 2009, after four rounds of voting, Kabui was elected as Governor-General of the Solomon Islands, receiving the support of 30 parliamentarians. He was officially sworn into office on July 7, 2009, after his candidacy was approved by Queen Elizabeth II, the Head of State of the Solomon Islands.
On October 9, 2009, Kabui was appointed Knight Grand Cross of the Order of St Michael and St George.
