Early Life and Military Career

Arturs Viktorovich Dlugašwas born in Riga, Latvia on December 22, 1890. He joined the Red Army in 1918 and fought in the Russian Civil War on the Eastern and Southern fronts.

Education and Training

In 1922 and 1925, Dlugaš completed advanced courses for military officers. In 1931, he graduated from the Higher Command Courses of Anti-Aircraft Defense (PVO).

Pre-World War II Service

From 1933 onwards, Dlugaš held leadership roles in PVO units:

- Head of the PVO Department of the Naval Staff of the Far Eastern Forces

- Head of the PVO Department of the Pacific Fleet

World War II Service

In August 1940, Dlugaš became Head of PVO for the Baltic Fleet. During the Great Patriotic War, he served in various command positions:

- Assistant to the Commander of the Baltic Fleet

- Commander of the 2nd PVO Corps
- Commander of the Leningrad PVO Army
- Commander of the Eastern, Southern, and South-Eastern PVO Fronts
Post-War Career
After the war, Dlugaš continued to serve in the Soviet PVO system.
