Ministerial Appointment
On May 18, 2000, by Decree of the President of the Russian Federation, Gennady Bukaev was appointed Minister of the Russian Federation for Taxes and Duties.
Ministry Achievements
Under Minister Bukaev's leadership, the Ministry achieved significant milestones in 2003:
- Mobilized over 1196 billion rubles in taxes and duties, surpassing the previous year by 14.4%.
- Collected 320 billion rubles in unified social tax, a 5.3% increase from 2002.
- Introduced four new chapters to the Russian Tax Code, including simplified taxation and a single tax on imputed income.
- Adopted new chapters of the Tax Code that would take effect in 2004, covering taxes on organizational property, agriculture, and resource use.
- Implemented a "one-window" registration system for businesses and individuals.
- Enacted the Federal Law on Cash Register Use to strengthen control over cash transactions.
Ongoing Reforms
The Ministry is continuing to work on tax system reforms in 2004, including:
- Improving tax administration for value-added tax and corporate income tax.
- Preparing for the adoption of additional chapters of the Tax Code.
