Ghulam Jelani Popal: A Politician with a Unique Perspective
Early Life and EducationGhulam Jelani Popal was born on January 9, 1955, in Barikot, a district in Kabul, Afghanistan. His ancestors settled in the area during the reign of Timur Shah Durrani when the Afghan capital was shifted from Kandahar to Kabul in the late 18th century. Popal belongs to the Popal clan.
He received his primary education at the prestigious Habibia High School in Kabul and later earned a law degree from Kabul University.
Refugee Relief and Civil Society Work
During the Soviet-Afghan War (1979-1989), Popal served as a refugee relief worker in Pakistan with the Salvation Army. In the 1990s, he founded and directed the Afghan Development Association and was a co-founder and director of the non-profit Health and Social Service Delivery Afghanistan.
Political Career
Deputy Minister of Revenue and Taxation (2003-2005)After the fall of the Taliban regime in 2003, Popal was appointed Deputy Minister of Revenue and Taxation under the Ministry of Finance.
Director General of the Independent Directorate of Local Governance (2007-2010)
In 2007, Popal was appointed Director General of the Independent Directorate of Local Governance in Afghanistan. He held this position until 2010.
Advisor to the President (2012)
In 2012, Popal was appointed as an Advisor to the President of Afghanistan, Hamid Karzai.
Political Views
Popal was once the Vice President of the Social Democratic Party of Afghanistan (Afghan Mellat), an ultra-nationalist Pashtun party founded in 1966. However, the position of Vice President was discontinued last year, and Popal no longer plays a significant role in the party.
International Experience
Popal has extensive international experience, including several courses on governance and development in Europe and the United States. He is fluent in English, Pashto, Dari, and Urdu.
Values and Beliefs
