Her mother, Diane, had a direct connection to the film industry as she worked as an assistant at the famous Disney studio. Heather's father, William Robert Locklear, served as a naval officer and later held an administrative position at the University of California. The family adhered to the traditions of discipline, hard work, and respect for religion, so as a child, Heather never dreamed of becoming an actress - she wanted to be a pilot. However, like many recognized beauties, the girl was an "ugly duckling" in her childhood - with bad skin, unhealthy thinness, and crooked teeth that had to be straightened for a long time. Additionally, due to constant teasing from her classmates, she was very reserved. Following her father's advice, she attended drama club and sang in the choir.
