Biography of Ilgam Ragimov

Ilgam Ragimov was born on January 14, 1951 in Azerbaijan. He is a doctor of law, professor, and lawyer. Ragimov is the CEO of Rissko LLC and a former chairman of the Union of Lawyers of Azerbaijan. He was also the deputy chairman of the International Union of Lawyers and a member of the Central Council of the All-Russian Azerbaijan Congress.

Ragimov attended the Law Faculty of Leningrad State University named after A. Zhdanov in 1970 and graduated in 1975. He obtained a Doctor of Law degree in 1988 with a dissertation on "The Effectiveness of Deprivation of Liberty and Ways to Improve It".

During his time at university, Ragimov became friends with Vladimir Putin and was one of the few people who knew about Putin's car, which he received from his parents as a prize in a lottery.

Ragimov lived in the university dormitory with Vladimir Cheremushkin, who was Putin's closest friend and a judo student trained by Putin. Cheremushkin tragically died after breaking his neck during a training session.

From July 20, 1996 to November 15, 1999, Ragimov served as the Vice-Rector of the Higher Diplomatic College in Baku. From November 16, 1999, he became the head of the legal department of the Oil Company "LUKoil-Azerbaijan". Ragimov also served as the chairman of the Union of Lawyers of Azerbaijan until 2001 and was a member of the Coordination Council of the International Union of Lawyers from Azerbaijan.

In March 2001, Ragimov was appointed as the deputy chairman of the International Union of Lawyers. He was elected as a member of the Central Council of the All-Russian Azerbaijan Congress on March 5, 2001. Ragimov also became a member of the supervisory board of Flora Moscow Bank on November 16, 2001.

Ragimov was involved in various business ventures, including establishing Rissko LLC in Moscow in August 2002 and founding Trade Investments LLC in November 2003. He was also a co-founder of Grand Title LLC and Panorama LLC.

Ragimov is a professor and a member of the Academy of Law and Order, Security, and Legality of the Russian Federation. He has published a book on the Criminal Code of the Azerbaijan Republic, translated from Azerbaijani by B.E. Abbasov.
