Ivan Alekseevich Gaichenya - Director of the Main Special Communications Center
Ivan Gaichenya was appointed as the Director of the Federal State Unitary Enterprise "Main Special Communications Center" (FGU GTSS, Spetssvyaz) in May 2022. Since 2021, he has also served as the Chairman of the Coordinating Council of Special Communications Service Leaders of the CIS countries. Spetssvyaz is renowned for its exceptional services in delivering special correspondence, hazardous materials, cash, defense industry goods, medical supplies, and precious metals throughout Russia and the CIS. Its extensive network comprises 77 Directorates, 138 branches, and offices across the Russian Federation.
Innovation and Optimization at Spetssvyaz
As Director of Spetssvyaz, Gaichenya has implemented significant advancements, including process optimization, acquisition of state-of-the-art technology, integration of innovative digital solutions, expansion of foreign economic activities, and streamlining regulatory frameworks. In 2022, FGU GTSS was designated as a strategic enterprise, and in 2023, a draft law was passed, amending the Federal Law "On Postal Service" and other related legislation.
Military and Education
Ivan Gaichenya holds the rank of Officer of the Signal Corps. He graduated from the Border Guard Military and Political College of the USSR KGB, obtained additional legal education from the International Independent Ecological and Political University, and completed advanced courses at the Academy of the General Staff of the Armed Forces of the Russian Federation. He holds a Candidate of Political Sciences degree.
Professional Experience
Prior to his appointment as Director of FGU GTSS, Gaichenya served as Acting Director from 2021 to 2022. From 2016 to 2021, he held the position of Vice President for Corporate Security at PJSC MTS. He also served as Director of Security at PJSC Rosseti and PJSC FGC UES. From 1990 to 2011, he held various officer positions in the USSR KGB, FGS, FAPSI under the President of the Russian Federation, and FSO of Russia.
