Introduction to Zholdasbek Kenshinbayev
Zholdasbek Kenshinbayev was a prominent Soviet party and state leader in the Kazakh Soviet Socialist Republic (Kazakh SSR). His career spanned decades, during which he played a significant role in various aspects of governance and public administration.
Early Life and Education
Kenshinbayev was born in 1913 in Semipalatinsk, Russian Empire (present-day Semey, Kazakhstan). In 1931, he graduated from the Semipalatinsk Cooperative Technical School. He went on to pursue higher education at the Moscow Institute of Soviet Cooperative Trade, graduating in 1936. In 1941, he completed the Higher Party School at the Central Committee of the All-Union Communist Party (Bolsheviks).
Career in the Communist Party
Kenshinbayev's career in the Communist Party began in 1936 when he became the head of a department in the Almaty City Committee of the Young Communist League (Komsomol). From 1937 to 1938, he served as the head of a department in the Central Committee of the Komsomol of Kazakhstan.
In 1940, Kenshinbayev became the deputy head of the Organizational and Instructional Department of the Almaty City Committee of the Communist Party of Kazakhstan (b). He also held the positions of instructor in the personnel department of the Central Committee of the Communist Party of Kazakhstan (b), and head of the Trade and Public Catering Department of the Central Committee of the Communist Party of Kazakhstan (b).
Leadership in Kazakhstan
From 1942 to 1943, Kenshinbayev served as the Secretary of the Karaganda Regional Committee of the Communist Party of Kazakhstan (b) for Trade and Public Catering. He then became the Second Secretary of the Almaty Regional Committee of the Communist Party of Kazakhstan (b) from 1943 to 1945.
In 1945, Kenshinbayev was elected as the First Secretary of the Almaty Regional Committee of the Communist Party of Kazakhstan (b). During his tenure, he also served as the Chairman of the Supreme Soviet of the Kazakh SSR from 1947 to 1951.
From 1951 to 1953, Kenshinbayev was the Deputy Chairman of the Council of Ministers of the Kazakh SSR. Subsequently, he held the position of Minister of Trade of the Kazakh SSR from 1953 to 1957.
Later Career in Local Government
Kenshinbayev continued his career in local government. From 1957 to 1960, he served as the Chairman of the Executive Committee of the Akmola Regional Council. He then became the Chairman of the Executive Committee of the Pavlodar Regional Council, a position he held from 1960 to 1964.
From 1964 to 1968, Kenshinbayev was the Chairman of the Executive Committee of the Pavlodar Rural Regional Council. He later returned as the Chairman of the Executive Committee of the Pavlodar Regional Council, serving from 1964 to 1968.
Final Years and Legacy
In 1968, Kenshinbayev was appointed as the Chairman of the Executive Committee of the Karaganda Regional Council, a position he held until his death in 1986. Throughout his career, Kenshinbayev made significant contributions to the development and administration of the Kazakh SSR.
