Early Life and Education
Gennady Vasilyevich Novitsky was born in the city of Mogilev, Belarus. In 1971, he graduated from the Belarusian Polytechnic Institute as a civil engineer. He further pursued his education and graduated from the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (CPSU) in 1988.
Professional Career
Novitsky embarked on his professional journey in 1971 as a foreman at Mogilev Construction Trust No. 12. He gradually rose through the ranks, serving as a site manager and chief engineer. In 1977, Novitsky transitioned to party work, holding various leadership positions within the party and Soviet government.
Political Involvement
During the 1994 election campaign, Novitsky, then the chairman of the board of Mogilev Oblastselstroy, spearheaded the signature drive in support of Alexander Lukashenko's candidacy. His political trajectory continued when he was appointed Acting Prime Minister of the Republic of Belarus on October 1, 2001, succeeding Vladimir Yermoshin. Nine days later, on October 10, 2001, with the consent of the House of Representatives of the National Assembly of the Republic of Belarus, Novitsky was appointed Prime Minister. He served in this role until his resignation on July 10, 2003.
Chairman of the Council of the Republic
On July 28, 2003, the upper house of the Belarusian parliament, the Council of the Republic, unanimously elected Novitsky as its chairman. He has held this position ever since.
