Biography of Jorge Enrique Illueca Sibauste

Jorge Enrique Illueca Sibauste was a Panamanian statesman and the President of Panama in 1984. He was born on January 28, 1918, in Panama City, Panama.

Education and Early Career

Illueca completed his bachelor's degree in law and political science in 1942 and obtained a doctorate in law in 1955. He attended the Panama University, Harvard Law School, and the University of Chicago Law School.

Diplomatic and Academic Career

In 1954, Illueca served as the Ambassador of Panama with special assignments to the United States, where he negotiated a new treaty for the Panama Canal. He also held various academic positions, including professor at the Panama University from 1962 to 1968 and chairman of the Panama Bar Association from 1963 to 1964 and 1966 to 1968. Additionally, he served as the director of the newspaper "El Panama America" from 1963 to 1964 and 1967 to 1968.

International and Government Positions

Illueca was appointed as a special envoy to the United States in 1972 to participate in negotiations for a new Panama Canal treaty. From 1974 to 1982, he served as a member of the Permanent Court of Arbitration in The Hague and as Panama's permanent representative to the United Nations from 1976 to 1981. He held the position of Minister of Foreign Affairs of Panama from 1981 to 1983.

Illueca was also a member of the International Law Commission of the United Nations from 1982 to 1986, 1987 to 1991, and 1997 to 2001. He served as the President of the United Nations General Assembly from 1983 to 1984 and held the position of Vice President of Panama from 1982 to 1984. In 1984, he became the President of Panama.

Conference Participation

Illueca led the Panamanian delegation at the second session of the Third United Nations Conference on the Law of the Sea in Caracas in 1974 and the fourth session held at the United Nations headquarters in 1976.
