American killer and drug trafficker
Juan Raul Garza was an American killer and drug trafficker who was executed for a series of federal crimes. In 1993, Garza was convicted of murdering three individuals during a drug trafficking operation in Brownsville, Texas. He was sentenced to death, but immediately appealed, claiming that he was not informed of his right to choose a life sentence instead of the death penalty. Garza's lawyers also argued that the prosecution misled the jury by presenting information about four additional murders committed by Garza in Mexico, for which he was never formally charged.

Legal battles and appeals
Despite numerous appeals, Garza's requests for a retrial were consistently denied. The Inter-American Commission on Human Rights became involved in the case on December 4, 2000, when they reviewed Garza's case and informed the State Department the following day that several fundamental legal norms had been violated during the hearings. The Commission believed that the state authorities should overturn the death sentence and reexamine the case, ensuring greater respect for legal practices.
Execution and aftermath
After extensive correspondence, on March 6, 2001, the authorities decided that while some of the criticisms raised were valid, they did not fundamentally alter the nature of the case. Sufficient evidence had been presented to warrant the death sentence, and the provision of necessary information to the jury did not contradict basic legal norms. As a result, the death sentence remained in effect. The Commission expressed their dissatisfaction with this verdict in an official statement on April 4 and sent another request directly to the government. However, these legal proceedings ultimately led to no changes, and on June 19, 2001, Garza was executed by lethal injection.
