Early Life and Education

Alikhan Smailov, a renowned politician and economist, was born on December 16, 1959, in Ust-Kamenogorsk, Kazakhstan. In 1982, he graduated with honors from the Almaty Institute of National Economy (AINE) as an engineer-economist. Continuing his education, he completed an internship at the Moscow Finance Institute in 1984 and obtained a doctorate in Economic Sciences in 1988.

Career in Academia and Finance

From 1984 to 1988, Smailov served as a lecturer and postgraduate researcher at the Moscow Finance Institute. Upon returning to Kazakhstan, he pursued scientific and teaching roles at AINE and the Academy of Sciences of Kazakhstan. During the 1990s, he held various positions at Alem Bank Kazakhstan, including Chief Economist, Department Head, and First Deputy Chairman of the Board.

High-Level Government Positions

Smailov's political career reached new heights in 1994 when he became Deputy Chairman of the National Bank of Kazakhstan. He subsequently served as Vice-Minister of Economy and Trade in 1997 and Advisor to the Prime Minister from 1997 to 1998. From 1998 to 1999, he held the position of Chairman of the National Bank of Kazakhstan, a testament to his expertise in finance and economics.

Roles in Banking and Industry

After his tenure at the central bank, Smailov returned to the banking sector as a Deputy Chairman of the Board at DAB "ABN AMRO Bank Kazakhstan" from 2000 to 2004. He also served as a member of the Board of Directors and Advisor to the President of Ustkamenogorsk Titanium-Magnesium Combine from 2004 onwards.

Involvement in the National Bank and Other Institutions

From 2005 to 2007 and again from 2010 to the present, Smailov has served as a member of the Board of Directors (Independent Director) of the People's Savings Bank of Kazakhstan. He also held a similar role at the Sustainable Development Fund "Kazyna" from 2006 to 2007.

Leadership in Non-Profit and State-Owned Enterprises

In 2007, Smailov became Chairman of the Board of the National Company "Social and Entrepreneurial Corporation "Ertis," a position he held until 2009. He later served as Advisor to the Chairman of the Board of Alliance Bank and President of the Kazakhstan Stock Exchange from 2009 to 2013.

Political Appointments and Affiliations

Since 2014, Smailov has been a member of the Board of Directors of BTA Bank as a representative of Samruk-Kazyna JSC.
