Early Life and Education
Konstantin Bryl was born in Donetsk, Ukraine, and spent his childhood in the village of Dobrovelychkivka, Kirovohrad Oblast. Later, his family moved to Pereyaslav-Khmelnytskyi.
In 1991, he graduated from the Omsk Higher Combined Arms Command School named after Frunze, earning a degree in the Operation of Armored and Automotive Engineering. During his studies, Bryl was a Lenin Komsomol scholarship recipient.
In 2000, he obtained a law degree from the National Academy of Internal Affairs of Ukraine. In 2010, he graduated from the National Academy of Public Administration under the President of Ukraine, specializing in Public Development Management and earning a Master's degree in the same field.
Bry received additional certifications, including "Financial and Economic Security Management" (2015) and "Conceptual Foundations of Administrative and Legal Support for Decentralization of State Power in Ukraine" (2017), resulting in a Doctor of Judicial Sciences degree.
Military and Law Enforcement Career
Bryl's military career began in 1985 when he entered the Kyiv Suvorov Military School. In 1987, he joined the Armed Forces of the USSR, which later became the Armed Forces of Ukraine. He served from 1993 to 2002 in the Internal Affairs Bodies of Ukraine.
In 2002, he joined the Tax Police of the State Tax Service of Ukraine and rose to the rank of Major General of Tax Police in 2003. He also served as Director of the Department of Internal Security.
From 2008 to 2010, Bryl was involved in the Security Service of Ukraine (SBU), serving as a consultant in the Department of Counterintelligence Protection of the Economy. He was also a Professor at the Department of Law Enforcement at the Institute of Law named after Prince Vladimir.
Political Career
Bryl first ran for parliament in 2012 as a member of the UDAR party, but his candidacy was later withdrawn. He ran again in 2014, this time winning and serving as First Deputy Head of the Zaporizhzhia Regional State Administration from 2015 to 2016.
In 2016, Bryl became Head of the Zaporizhzhia Regional State Administration, a position he held until 2019. During his tenure, he was investigated for failing to declare over 43 million hryvnias in income and assets in his official declarations.
Family and Awards
Bry is married to Maya and has six children: sons Kyrylo, Kostyantyn, and David, and daughters Valeriya, Kristina, and Maya.
