Biography of Leonid Panyushkin
Early Life and Military ServiceLeonid Panyushkin was born on April 15, 1954, in Leningrad, in a military family. He is the grandson of Lieutenant General of Artillery Kozhukhov L.I. In 1971, he completed school and enrolled in the Dzerzhinsky Higher Military Engineering School on the shipbuilding faculty, which he graduated from in 1976 with a specialization in "military shipbuilding". From 1976 to 1990, he served on ships and in units of the Northern Fleet in the garrisons of Severomorsk, Gadzhiyevo, and Murmansk, raising hundreds of defenders of the Motherland, called up from almost all regions of the vast country.
Transition to Civilian Life and Move to Ukraine
From 1990 to 1994, Leonid served in the military representation at the A.N. Krylov Central Research Institute (St. Petersburg) - the leading institute of the shipbuilding industry, strengthening the power of the Russian fleet. In 1994, after being discharged from military service due to health reasons, he moved to Kiev, Ukraine. From 1994 to 2000, he held managerial positions in private companies.
Work in the Ministry of Emergency Situations
Since 2000, Leonid Panyushkin has worked in the system of the Ministry of Emergency Situations of Ukraine. He has led hundreds of rescue operations that resulted in saving lives. Some of the most memorable operations include rescuing the crew and passengers of the "Pamyat Merkuriya" riverboat, fishermen from the "Rybak Khersona" collective farm in the Black Sea, and the recovery of over 300 amateur fishermen stranded on ice floes in the Kremenchug and Kakhovka reservoirs on the Dnieper River. Since 2003, he has held the position of Chief Specialist in the Forecasting Department of the Emergency Situations Administration.
Intellectual Pursuits and Contributions
In addition to his work in emergency situations, Leonid Panyushkin is passionate about intellectual games. In 2001, he participated in the filming of Boris Burda's international intellectual project "9th Wave". In 2002, he won the intellectual bank show "Safe" on the TV channel "Inter" (Kiev). In 2003, he was awarded the title of "smartest military personnel" in a joint Russian-Ukrainian project by the TV channels "1+1" (Kiev) and "STS" (Moscow). He is also an active user and assistant of the "Russia congratulates!" project.
