Early Life and Diplomatic Career

Born in Heilongjiang

Li Hui was born in Suihua County, Heilongjiang Province, China. In 1975, he joined the Chinese Ministry of Foreign Affairs (MFA).

Early Posts

From 1981 to 1985, Li served at the Chinese Embassy in the Soviet Union, holding various positions including Third Secretary and Second Secretary.

Rise Through the Ranks of the MFA

Assistant Director of USSR and Europe Department

From 1985 to 1990, Li held the position of Assistant Director of the USSR and Europe Department within the MFA.

First Secretary in Moscow

In 1990, Li was appointed First Secretary at the Chinese Embassy in the Soviet Union. He continued in this role after the dissolution of the USSR and became First Secretary at the Chinese Embassy in the Russian Federation (1991-1992).

Counselor and Envoy to Kazakhstan

Li's career progressed as he served as Counselor at the Chinese Embassy in Kazakhstan (1992-1995) before becoming Deputy Director of the Department of Europe and Asia (1995-1997). In 1997, he was appointed Ambassador Extraordinary and Plenipotentiary to Kazakhstan, a position he held until 1999.

Senior Diplomat and Ambassador to Russia

Upon returning to China, Li led the Department of Europe and Asia from 1999 to 2003. He subsequently served as Assistant Minister of Foreign Affairs (2003-2008) and Deputy Minister of Foreign Affairs (2008-2009).

Ambassador to Russia

In August 2009, Li was appointed Ambassador Extraordinary and Plenipotentiary to the Russian Federation, a position he held until August 2019.

In 2019, Li was appointed Special Representative of the Chinese Government on Eurasian Affairs.

Head of China's Ukraine Crisis Delegation

On April 26, 2023, Li was appointed Head of China's delegation for the settlement of the Russia-Ukraine conflict.
