Loretta Devine was born on August 21, 1949, in Houston, Texas, to James and Eunis. Her father was a laborer, and her mother was a beautician. Her family supported her aspirations to become an actress.

Devine earned a Bachelor of Arts in Fine Arts from the University of Houston and an MFA in Theater from Brandeis University in 1976.
