Mukhtar Yesbulatov: A Lifetime of Service
Early Life and CareerMukhtar Yesbulatov was born on August 27, 1928, in the Almaty region. Raised by his grandmother, he began his career in law enforcement in 1946 as a cadet at the Almaty Special Secondary School of Militia.
Law Enforcement Leadership
Over the next four decades, Yesbulatov rose through the ranks of the Ministry of Internal Affairs (MVD). His innovative leadership saw the introduction of mobile police units in Almaty-Ata and the development of a unified patrol system. He also fostered collaboration with volunteer organizations and youth groups.
Minister of the Interior
From 1973 to 1980, Yesbulatov served as the Minister of Internal Affairs of the Kazakh SSR. During this period, he implemented major organizational reforms, establishing staff offices, prevention services, and 24/7 duty units in regional and local police departments.
Post-Retirement Activities
After his retirement, Yesbulatov dedicated his efforts to the Council of Veterans of the Internal Affairs and Internal Troops of the Republic of Kazakhstan. He played a significant role in providing social support to veterans and engaging veteran organizations in youth education and mentorship.
Passing and Legacy
Mukhtar Yesbulatov passed away on January 20, 2007, at the MVD hospital in Almaty-Ata. He was laid to rest at the Kensai Cemetery. Remembered for his exceptional service, Yesbulatov received numerous honors, including the Order of the Red Banner of Labor, Order of Kurmet, and the Medal for Excellence in the Protection of Public Order.
