Early Education and Career

Born on January 12, 1937, in the village of Maikopchagai, Kazakhstan, Mikhail Bersenev completed his eighth grade in 1953. Subsequently, he worked as a fitter at the Ust-Kamenogorsk plant while attending evening school.

Graduating from Police Academy and Career Advancement

In 1955, Bersenev graduated from the 10th grade and enrolled in the Tashkent Police School of the USSR Ministry of Internal Affairs (MVD). Upon graduation in 1957, he commenced his career in the MVD system as a criminal investigation officer. He subsequently held various positions, including senior and deputy head of the militia department before becoming the head of the Economic Crime Division in the East Kazakhstan Regional Police Department.

Higher Education and Party Affiliation

In 1964, Bersenev graduated with a degree in law from the Correspondence Institute of the USSR MVD. He became a member of the Communist Party of Kazakhstan (KPSS) in January 1967.

Police Chief and Regional Leadership

Throughout the 1970s, Bersenev held leadership positions within the East Kazakhstan Regional Police Department, including as head of the Glubokovsky District Police Department in 1970 and deputy head of the East Kazakhstan Regional Police Department in 1973. In 1978, he was appointed head of the Kokchetav Regional Police Department.

General Rank and Notable Assignments

In October 1984, Bersenev was granted the rank of Major General of Militia. In 1989, he became the head of the Dzhambul Regional Police Department. From February 1990 to 1992, he served as Minister of Internal Affairs of the Kazakh SSR.

Ministerial and Government Role

Bersenev played a pivotal role in the establishment of the Kazakh SSR's government, serving as Minister of Internal Affairs from its inception in 1991. In December 1991, he was awarded the rank of Lieutenant General of Militia.

Personal Life and Legacy

Mikhail Bersenev was married to Tamara Vasilyevna Berseneva and had two sons. He received numerous awards for his service and was a respected figure within the Kazakh SSR's government and security apparatus.
